This isn't a subject i want to read much about but Dr. Handrahan calling it out as an epidemic/crisis is also implying that society is unwell and doomed. I think that childhood innocence is the last bastion of today's society, once thats gone, what does the future promise?

We are sustaining crisis-level numbers of seemingly normal, often powerful and successful men, and some women, involved in America’s child sex abuse industry; far too many of
whom are federal or state
employees. It does not matter if the perpetrator is on the demand-side, with incessant appetites for graphic child abuse to achieve sexual gratification, or the supply- side of abusing children,
often their own or children of friends and relatives, and selling this abuse on-line. Both supply and demand, which often cross over, have reached epidemic proportions and no one is talking about it. My research is intended to be a wake-up call. The problem of child sex abuse, and its cover-up, is real. A generation of American children are being destroyed. If you think this only happens to other
children, and your children are safe, you are sadly mistaken. America’s appetite for child porn puts all our children at risk. Your children and mine.
Whether you acknowledge it or not.

Should the economy collapse, this will only get worse. If some parents are already making money off videos of their kids, passed around, now, how about when everyone you know is out of a job?
Since Handrahan's article dwells on employees of alphabet agencies, this is what David McGowan had to say about it in Pedophocracy:

"As a final note, it appears there may be a hidden agenda behind the appearance of the recent crackdown on internet-based child pornography rings.
The Guardian reported in January of 2001 that Interpol “has agreed to set up an electronic library of child sex victims at its headquarters in Lyon, France.” The first images to be processed into that database are 750,000 photos seized by British authorities in the Wonderland raids. While this could represent a sincere effort by law enforcement
personnel to gather evidence against the rings, there could also be a much more sinister goal. As the 2001 Super Bowl made clear, we are now living in an age when electronic ‘facial recognition systems’ are being put to widespread use, meaning that the images of the children stored in Interpol’s computers can soon be positively identified. Could it be that the database being compiled will be utilized as something of a recruitment list to identify those persons who have been ‘preconditioned’- so to speak - for future mind control operations? It’s certainly not beyond the realm of possibility. Interpol has, after all, been exposed as an illegal organization with distinctively Nazi roots. Researcher Arlene Tyner has spent a considerable amount
of time interviewing and corresponding with victims of mind control operations. In Probe magazine, she
wrote that some of them “were turned over to military/CIA doctors by p***phile fathers or other sexually abusive relatives. CIA officials
also blackmailed family members known to produce ‘kiddie porn’ in order to gain control of their already abused and psychologically
fragmented children.”

China just recently had its own "McMartin", with the RedYellowBlue kindergatens.
