That's what I thought but I found it hard to believe considering the usual treatment of the unvaccinated. Could she really just be saying that this is another reason to isolate the unvaccinated and put them in quarantine camps. Considering her past actions I'm suspicious of any goodwill to the unvaccinated from her. She is using doublespeak or something.
